Caerphilly is our second office, and the projects here look different from the coastal work for two reasons that have nothing to do with taste. The ground has been mined, and a great deal of the town is built on a slope.
Neither is a problem. Both are things you would rather know about in week one than week six. The trouble is that most of what is written online about building on a former coalfield is written for developers, not homeowners, and it frightens people into paying for reports they do not need while missing the one approval that actually has a lead time.
Caerphilly’s planning authority is Caerphilly County Borough Council, which has 16 conservation areas across the borough; its Conservation & Design Officer is on 01495 235235.
Now the part worth reading twice. Much of the borough sits in what is called a Development High Risk Area on the coalfield. For most planning applications there, a Coal Mining Risk Assessment has to be submitted. Householder development is exempt. A house extension, a loft conversion, a garage — these are exempt by type of application, high risk area or not. If someone has told you your extension needs a mining risk assessment, they are reading developer guidance.
What is real is a separate thing entirely. If the ground works would disturb coal seams, abandoned workings or a mine entry — piling, deep trenching, drilling, grouting — that needs a permit from the Mining Remediation Authority (the renamed Coal Authority), and a standard application takes 20 or more working days. That is a real month, and it belongs in the programme at the start. It is the single most common reason a Caerphilly build slips, and it is entirely avoidable.
Two different questions get muddled constantly. Planning does not ask a homeowner for a mining risk assessment. The permit is about physically disturbing old workings, and it is the one with a lead time worth planning around.

The slope matters too, and in a way that is easy to underestimate from a photograph. Level changes across a plot drive retaining structures, drainage runs and access, and those are foundation-stage decisions, not finishing-stage ones. A flat-site quote applied to a hillside plot is not a quote, it is an opening bid.
The ordinary Welsh limits still apply on top of all of it: 4m for a single-storey rear extension, 4m high, and no 6m prior approval route — that is England only.
