Our head office is at 11a Royal Buildings on Stanwell Road, which makes Penarth the one town on this page we are not travelling to. We are already here. That shows up in small, practical ways: a site visit is a walk rather than a diary entry, deliveries can be met, and when something needs looking at on a Friday afternoon somebody can look at it on a Friday afternoon.

It shows up in a more important way too. Penarth is not an easy town to build in, and most of the reason is planning. The town centre sits inside a conservation area, and a conservation area does not simply mean “be tasteful” — it removes specific permitted development rights that homeowners elsewhere take for granted. Knowing which ones, before a design is drawn, is the difference between an eight-week job and an eight-week job that starts five months late.

Planning in Penarth: the rights you quietly lose

Penarth’s planning authority is the Vale of Glamorgan Council, based at the Dock Office, Barry Docks, CF63 4RT. The Vale has 39 conservation areas — most are villages, and Penarth is the urban one. If your house is inside the boundary, three things that would be automatic elsewhere now need a full planning application.

The one that surprises people most is the roof. A roof extension or dormer is never permitted development inside a conservation area. The same rear dormer that a Barry homeowner can build without asking anyone needs full permission in central Penarth. Side extensions lose their permitted development rights too, and so does any rear extension of more than one storey. A single-storey side extension is held to 3m projection with a 1m setback from the front of the house.

Then there is the Article 4 direction. Certain Penarth properties carry one, and it pulls in works that are not structural at all — replacement windows, replacement doors, boundary walls. It was recommended by the 1994 conservation area appraisal and adopted in 1996, so it has been in force for three decades and still catches people who have just bought.

Single-storey rear extension limits in Wales In Wales a single-storey rear extension may project up to 4 metres beyond the original rear wall and be up to 4 metres high, with no separate allowance for detached houses. England's Larger Home Extension prior-approval scheme, which permits 6 metres on an attached house and 8 metres on a detached one, does not apply in Wales. Wales applies one 4m limit to every house type. There is no detached-house allowance and no prior-approval route to 6m or 8m — those are England’s rules. Source: gov.wales, “Planning permission: extensions”.

The other trap has nothing to do with Penarth and everything to do with the internet. Search for how far you can extend and you will find the 6m and 8m figures, and the “prior approval” route that goes with them. That is England’s Larger Home Extension scheme and it does not exist in Wales. Here the limit is a flat 4m beyond the original rear wall, 4m high, with no extra allowance for a detached house. We have had more than one first conversation that began with a homeowner who had already had drawings done to 6m.

None of this is a reason not to build. It is a reason to find out which rules apply to your address before anyone draws anything — and the Vale publishes the conservation area maps, so it takes an afternoon, not a consultant.

Can I build a dormer on the back of my Penarth house?

If your house is outside the conservation area, very likely under permitted development, subject to the volume limits — under 40m³ on a terrace, under 50m³ on anything else.

If it is inside the conservation area, no: roof extensions are not permitted development there at all, so it needs full planning permission. That is not a refusal, it is an application. Plenty get approved. It just needs to be in the programme from day one rather than discovered in week three.

How do I find out whether my house is in the conservation area?

The Vale of Glamorgan publishes the Penarth conservation area map and the appraisal document on its website, and its Conservation & Design team can confirm an address on 01446 704626 or 704628. It is worth doing before you commission drawings rather than after.

Can I extend 6 metres out the back without full planning permission?

Not in Wales. The 6m and 8m allowances come from England’s Larger Home Extension prior approval scheme, which has no Welsh equivalent. In Wales a single-storey rear extension is limited to 4m beyond the original rear wall and 4m in height, whatever type of house you have. Anything beyond that is a full planning application.

Do I need permission just to replace my windows?

On most houses, no. On certain properties in the Penarth conservation area covered by the Article 4 direction, yes — that direction specifically brings replacement windows and doors, and boundary walls, under planning control. Check your address before you order.
